As of the 16th of April 2025, Home Quality Mark (HQM) has been rebranded to BREEAM New Construction: Residential, and an updated version of the scheme has been launched. Please be aware, course content will remain listed as HQM, and according to the V6 version of the scheme for now and will be updated in due course.
At a glance
The BREEAM New Construction: Residential (Formally HQM) is the national quality mark designed to provide a comprehensive framework for creating homes that are not only environmentally friendly but also comfortable to live in. As a third-party certification scheme, BREEAM New Construction: Residential provides independent verification that a property has met the expected level of performance for sustainability and quality, thus reducing risk.
This training course enables you to understand the BREEAM New Construction: Residential scheme in terms of technical content and application, equipping you with the skills and confidence to carry out BREEAM New Construction: Residential assessments on new housing developments in the UK. Once you have passed the exam, you will gain the BREEAM New Construction: Residential Assessor Qualification needed to become a licensed assessor.
Learners must be an existing, qualified assessor in at least one of the following:
• Code for Sustainable Homes
• EcoHomes
• BREEAM Domestic Refurbishment
• BREEAM UK New Construction
• BREEAM UK Refurb and fit-out
It is highly recommended, but not required, that learners are qualified in BREEAM UK New Construction 2018 (or later). This is because there are lots of similarities between this scheme and BREEAM New Construction: Residential and this training course has been written to highlight these.
This course consists of approximately 15 hours of online, own-pace online training material introducing you to BREEAM New Construction: Residential.

• Unit 0 – Foundations. Introduction to HQM and how it works.
• Unit 1 – Our Surroundings. HQM technical criteria section 1:

o 3 Safety and Resilience
• Unit 2 – My Home. HQM technical criteria section 2:
o 4 Comfort
o 5 Energy
o 6 Materials
o 7 Space
o 8 Water
• Unit 3 – Delivery. HQM technical criteria section 3:
o 9 Quality Assurance
o 10 Construction Impacts
o 11 Customer Experience
Online examination
The course concludes with an online examination, set at a day and time to be agreed between the learner and ProctorU, who proctor examinations on behalf of BRE Academy. The examination must be passed for learners to be classified as competent:
